Well i don't see people with the gem from Halaa (+10 resillience) and this is only +8. Compared to +12 stamina i dont find use for this. Maybe if you really want to get the socket bonus and keep the item for fully PVPish purpose.

I think the main reason you don't see people with the +10 res one is because you need 500 Halaa Marks, which is getting nerfed to 100 next patch I think. Plus the +10 one is unique, this one isn't. With full pvp gear you can reach 350+ resilience by spamming this gem.
